SCOUTING VISION
Looking to the Future

Happy New Year! New Years seems to be a time to reflect on the past year and begin to implement the plans for the year ahead. 2011 is definitely going to be a year of major undertakings and improvements. All of these events are vital part of our Council continuing to grow to meet your needs and the needs of our communities. All of our initiatives will be driven by our Strategic Plan 2011-2014 “Delivering the Promise” a plan that is being developed by Scouts and Scouters for Scouts and Scouters, which will be presented to the Executive Board in March. Updates on the strategic plan can be found quickly and easily on our council website at www.cvcbsa.org under the strategic plan tab on our home page.

A program we will continue to peruse is our ongoing effort to collaborate with other agencies and service providers in an effort to become even more efficient in our membership services. We are working to grow our Sign up for Scouting program with the Girl Scouts and are also involved with efforts with Boys and Girls Club, YMCA, the Border Patrol and Angelo State University.

Additionally, we are developing three task force teams to look at our properties: Baden-Powell/Service Center, Camp Fawcett and Camp Sol Mayer/Ranch. The teams will evaluate facilities, program enhancements/improvements and services.

Although these are just a few of the many, many things that will be happening in Scouting this year, they are a part of the larger program that will take us to another busy and productive year for the Concho Valley Council. Thank you for your part in our future and for what you do for young people. It has been an exciting time for our council and I am looking forward to what I am sure will be continuing growth and increasing opportunities for our council.


 

CONCHO VALLEY COUNCIL ACHIEVES QUALITY COUNCIL
Every year the Boy Scouts of America sets nine objectives that local council must achieve. To achieve Quality Council Recognition, seven of those objectives must be met  In 2010 the Concho Valley Council met the following 7 objectives::

  • More than 60 percent of the total rational units qualify for the National Quality Unit Award between January 1 and December 31. We achieved 64.4%
     
  • Organize a set number of new units. We organized 19
     
  • Record membership growth in traditional programs (Cub Scouts, Boy Scouts and Ventures) and a net gain in total membership including Learning for Life. 2448 a 1% growth
     
  • Achieve a council based youth retention goal of 55% we achieved 56.6%
     
  • General operating fund revenue must exceed expenses for the current fiscal year by December 31.• The council must show growth in its endowment fund assets as a result of additional new endowment fund gifts, through the efforts of an active endowment committee, in addition to any capital gains or reinvestment of earned income. We had 3 new James E West recipients
     
  • The council must maintain the approved minimum staff size as determined by region.
     
  • Have a functioning district chairman, district executive and district commissioner in each district of the council. 

Dan Anderson, Council Commissioner would like to say job well done to all volunteers, parents and staff for a great year. He looks forward to 2011 and the implementation of the new Journey to Excellance Award Programs.

 


CAMPING AND OUTDOORS PROMOTION COMMITTEE REPORT
My name is Mario A. Morales and I was recently named the Camping and Outdoors Promotions Committee Chairman for the Council. I have served on the Amistad District Committee for three years. I have also served as a Cub Master and am assuming the Scout Master role this month. Keith Southerland and I developed a Camping/Outdoor Survey that has been sent out to all of the Scout Leaders. I am very interested in your comments. Please make an effort to complete one and return it to me. I wanted to take a few minutes to express the Council’s appreciation for the support and dedication that the Concho Valley Scout Leaders provided in 2010. Without your efforts and sacrifice, the Council could not have implemented its Outdoor Program and could not have reached out to the youth of our area.

Lastly, I what to make a strong suggestion that Youth and Unit Leaders begin making plans for the coming Summer Camp season at Sol Mayer. Stephen Mueth will be serving as our Camp Director and Brandy C. Williams will be serving as our Program Director. There are some new and exciting plans for Camp Sol Mayer in 2011. Please stay tuned for additional information through this Newsletter and through the District Committee meetings. Please make every effort to attend our Camp. If your unit is planning on attending Camp “Out of Council,” please consider sending your younger boys to Camp Sol Mayer on a separate excursion, if your unit’s scheduling permits.

I hope everyone had a great Holiday Season. I look forward to working with the Council Leadership to make Scouting better for our kids and the youth of the Concho Valley Area. Again, your efforts are greatly appreciated.

SUMMER CAMP 2011
Scoutmasters and scouts don't forget about summer camp at Camp Sol Mayer!!  Our dates are June 12-18, June 19-26 and June 25-July 02. Remember to sign up early as a troop so you can get the camping site you want!!

Many enhancements have been made to the program from past years based on input of Scouts and Scouters.

 

Adult leader training will be emphasized and available to give new and veteran leaders insight into the Scouting program.

•  

We will implement a new pre-registration format for signing-up for merit badges. This will allow us to get a better view of the demand for specific badges well ahead of camp. We will be able to adjust the program to meet the needs of Scouts better this way. In order to ensure your Scouts get to take the Merit Badges they want, make sure you get the pre-registration sheet found at the end of this guide into the council office as soon as your fees are completely paid. Registration will be on a first come, first served basis, so get your fees paid early and take advantage of the early bird discount.

 

We are also adding a third week of camp as an option. Each week will allow for 100 Scout participants and their adult volunteers. Once pre-registration for a particular week reaches the 100 Scout mark, that week of camp will be closed and units will be placed in their second week option.

ANNUAL REPORT TO STATE
PARADE AND REPORT CEREMONY
FEBRUARY 5, 2011


The 2011 Annual Report to State Parade and Ceremony has the theme of “Prepared for Life”.

As they have for the past 62 years Scouts from throughout the State of Texas will converge on Austin on February 5, 2011 to participate in the Annual Report to State Ceremonies and to celebrate the anniversary of the founding of the Boy Scouts of America.

Scout units from throughout Texas are invited to participate in the parade and to take advantage of the wonderful education opportunities that are available by visiting the state capitol and the many other institutions and museums found throughout the City of Austin.

The annual event will begin with the gathering of delegations and units at the Congress Avenue Bridge. Thousands of Scouts will parade up Congress Avenue to the Capitol Building where the delegates will give a report on the service accomplishments of Scouting in their council in the Chambers of the House of Representatives. The parade starts at 9:00 am and units assemble on the bridge between 7:30 am – 8:30 am.

This is a wonderful opportunity for Scouts to participate in a Texas Scouting tradition surrounded by their fellow Scouts, leaders, and dignitaries of their State. Cub Scout Resident Camp is for all Wolves, Bears, and Webelos. Scouts will be camping overnight: 3 days, 2 nights at Camp Sol Mayer. They will be enjoying games, crafts, activities, and advancements with our camp theme: Native Americans.

A parent or guardian is required to
attend with all Cub Scouts.

2013 NATIONAL JAMBOREE
The Concho Valley Council is now accepting applications for adult leadership for the 2013 National Scout Jamboree Troop.  The Jamboree will be held at Bechtel Summit from August 15-24, 2013.

Anyone interested in serving as a leader for the Council Jamboree Troop can complete the application below and send it to the Council Office for consideration.

COLLEGE OF COMMISSIONER SCIENCE
As school has started back in session, we are reminded of all the training which is available to scout leaders. Regardless of your position, all training benefits you at every level.

The first weekend in February we will be conducting our 3rd annual Concho Valley Council College of Commissioner Science at beautiful Camp Fawcett. I know there are several who have been to the first two colleges and will be going through the doctorate program. If you are on record at the council office as having completed your doctorate, and you would be interested in serving on staff for the college, please drop me a note or call.I can be reached at
, (office), (home) or (cell). Those who enroll in the master's will be required to teach (not as staff) at the master's level. Any overflow will help with the bachelor's. If you have a doctorate and would like to teach a doctorate course, we will do all we can to accommodate you. You are classified as whatever you are on record at the council office.

We hope you will come and enjoy the food, fun and fellowship. Oh, and the training too! We need to have all of our instructors lined up as soon as possible. If everyone who serves staff knows what they will be doing by December 1st, we will have a very successful session.

NESA EAGLE SCOUT SCHOLARSHIPS

The applications for the 2011 NESA Eagle Scout scholarships are now available at www.nesa.org. The homepage features a blue, clickable banner that leads directly to the forms.

These are the only scholarship applications acceptable in 2011. These applications must be printed and mailed to the national office, postmarked no later than midnight on January 31, 2011.

The New Year’s Resolution of Lifelong Values
As we begin 2011, and our second century of the Boy Scouts of America, much will stay the same. Scouts will still serve our community and learn about good citizenship, we will continue having fun and practicing our Scout skills, and we will continue in our mission to develop young people into exceptional adults with the values of the Scout Oath and Scout Law.

As we start the year with renewed energy for our New Year’s resolutions, consider a resolution to bring the values of Scouting to someone new. First, consider the accomplishments and activities our Scouts enjoyed in 2010:

In February we collected over 5,000 pounds of food in our Scouting for Food drive with the Concho Valley Regional Food Bank

Over 100 Cub Scouts participated in our District Championship Pinewood Derby races at Sunset Mall in March.

In June we hosted our Wet ‘n Wild Cub Scout Day Camp.

Over 250 new Cub Scouts joined during our Sign up for Scouting drive in September.

At our Cub Scout camps in May and October, we had over 700 Scouts and families enjoy a weekend of Cub Scout fun, our highest attendance in five years.

At Baden-Powell Park in October, over 200 attended Webelos Woods where Webelos Scouts learned about their future in a Boy Scout Troop.

125 Scouts and leaders participated in the Veteran’s Day parade in San Angelo.

Our over 400 adult leaders have received more training in 2010 than any of the previous 3 years.

Scouts sold over $143,000 of popcorn in the fall, raising funds to build our program.

One Cub Scout put his Scouting skill into practice over the summer when he saved the life of another child

For 2011, consider how someone else could benefit from any of these. Is there a boy you know that should be invited to join? Is there an adult that could help as a leader? Who in your unit has never attended a Roundtable? For a New Year’s resolution that gives a lifelong gift, please consider one of these as we start our second century of Scouting.

AMISTAD DISTRICT

The Amistad District serves Scouting in the following counties:

District Committee Meetings

The Amistad District Committee has District meetings at the First United Methodist Church, 100 Spring Street, Del Rio Texas. A telephone conference call will be conducted with the Uvalde Volunteers. We will be meeting in the basement of the Church every 3rd Thursday of the Month. The Uvalde District Committee will meet at the USDA office in Uvalde via Phone Conference with Del Rio meeting. The January Roundtable will be at the LDS Church Thursday, January 6, 2011 on 1315 Kings Way St., Del Rio, Texas. Amistad District will have her Roundtables every 1st Thursday of the Month. There is no Roundtable scheduled for Uvalde, until Roundtable Chairperson steps up to position.

District Recognition Banquet

The Amistad District Recognition Banquet will be held Saturday, January 15, 2011 at 6 p.m., at the LDS Church in Uvalde. (note change) I would like to thank all the volunteers for accepting to make event a great success. A special thanks to Danny Williams, Keith Southerland & Family, Beto Torres, Gary Schreiber, and Jeanette Quintanilla for their help. The new Volunteer leaders will be installed at the District Banquet. William Dillard of Uvalde is the Amistad District Chairman for 2010 year. George Pride Jr. is the District Commissioner. We applaud their leadership and valuable contribution. Finance, the new Friends of Scouts (FOS) goal for the Amistad District is $46,200. We want to end the FOS drive by May 30, 2011. Currently the Family and Community FOS Drives are underway. The Uvalde Campaign is at full speed. The District currently is at $2,600. The Breakfast is scheduled for March 29, 2011. Hello Permian Basin District:
When I joined the ranks in the profession of Scouting I was told, “We are here to create memories not preserve them.” Saturday December 18th while at The Kimble County Boy Scouts since 1929 honor of their 104 Eagle Scouts in Junction; I recognized when I saw all those former scouts reminiscing of the fun they had in Scouting; that we don’t have to preserve their memories; ”they never forget!” I heard some stories I’ll carry in my heart forever especially from the Eagle Scout in the wheel chair who served in Viet Nam. He told me that while under fire he ran for cover jumped into a foxhole and there he found another scout form Junction also taking cover.

The History and the names on Troop 420’s Charter “priceless” beginning with Frank Hubbell Scout Master who mentored 56 of the 104 Eagles, Warren Harding, Woodrow Wilson . . . Dan Beard and James E. West.

It’s always been an honor to serve my Districts in Scouting, Scouting in Junction just raised the “bar” of my memories will be tough for another district/event to exceed the honor, pride and joy I have in having attended Kimble County Boy Scouts Since 1923 100 Eagles Strong Scouts of America 1929 – 2010 100 Years of Scouting Celebration. I salute you Scouts/Scouters of Junction!

This month I also attended my first Pack celebration in Eldorado. Pack 18 that was a lot of fun thanks for the invitation and thanks for allowing me to lead the “To-data!” That’s what Scouting is all about our scouts having a great time!

Recharters are coming in however; we have lots of work to do still. Thank you all that have completed your charters.

Congratulations’ Permian Basin District! I was told that we are the first District in 2010 to achieve Quality District Award. You guys have done a great job and we’ve only just begun! As I’ve said since my arrival it is an honor to serve you.

Please welcome our new Pack 150 in Fort Stockton, Chartered by Tony Villarreal, State Farms Insurance. With Pack 150 coming on board we are two more units over last year! Need a unit in your area contact me and let’s get it done.
