SCOUTING VISION
Scouting $$$ Pays Liability Claims

The BSA general liability program is not just insurance. In fact, insurance plays a very small part. Our greatest efforts are spent on safety and injury prevention.

BSA self-funds the first million dollars of each liability claim. This means that almost all money spent on a liability claim is Scouting money, not insurance money.

Accident and sickness insurance pays regardless of fault as long as the accident occurred during an official Scouting activity and the unit or council has purchased the coverage.

The Concho Valley Council has coverage for accident and sickness insurance for all registered youth and adult members for all official Scouting Activities. Besides council and district activities being official Scouting activities, a unit may have official activities as well when they travel to a non-meeting place. Including field trips, day camps, camporees, scout shows to name a few.

The only way that the local council knows if a unit is having an activity is by a tour permit being filed with the council, form #34426. As described on page 51 of the 2007 printing of the Guide to Safe Scouting a tour permit is to be turned in. When a unit plans a trip within 500 miles of the home base, it is important that the unit obtain a local tour permit. A National tour permit #4419c is required for trips in excess of 500 from home or outside the continental United States.

Tour permits have become recognized by national parks, military institutions, and other organizations as proof that a unit activity has been well planned and organized an is under capable and qualified leadership. These organizations may require the tour permit for entry.

Most short, in-town den trips of a few hours do not require a tour permit; however, it is recommended that dens obtain permission slips from parents.

Beginning on October 1, 2010, the Concho Valley Council started using the National Standard above for approving your unit’s activity(s) as official Scouting activity(s). As a unit when you plan your activity please include the filling out and filing the tour permit with the local council. Units may obtain an electronic tour permit from myscouting.org, a paper format from the Concho Valley Council Office, your district executive, or on the Concho Valley Council website at www.cvcbsa.org. Tour permits may be emailed, mailed, or faxed to the Concho Valley Council in care of Lisa Mahler.

Tour permits are reviewed weekly so please plan accordingly to allow ample time. Concho Valley Council requests that tour permits are submitted two weeks in advance of your planned activity.


CONCHO VALLEY COUNCIL ANNUAL MEETING
The Concho Valley is required, by virtue of its by-laws, to conduct an annual meeting every year. The purpose of the annual meeting is to receive annual reports from the executive board, officers and various committees. Elections are held at this time for members at large, associate and honorary members of the local council, national council members, regular board members of the executive board and officers of the corporation. We also receive and approve financial statements showing the financial position of the corporation as of the close of its most recently completed fiscal year. Results of operations during the year will also be discussed.

It is very important that all Charter Organization Representatives (CORs) and council executive board members be in attendance. The meeting is scheduled to be included in the council’s annual recognition dinner, where we will honor four outstanding Scouters as our new Silver Beaver recipients, on Saturday, January 8, 2011, at the San Angelo River Terrace from 7:00 PM to 9:00 PM.

Nominations and resolutions should be sent to the Council Service Center in care of the respective committee chair by December 15, 2010.


YOUTH PROTECTION TRAINING
Recently, the Boy Scouts of America announced important changes to its Youth Protection policies. The purpose of these changes is to increase awareness of this societal problem and to create even greater barriers to abuse than already exist today in Scouting.


To become officially registered with the Boy Scouts of America you must complete our Youth Protection training course. Please complete this training before you attend your first leaders meeting, and bring a copy of your completion certificate with you.

COUNCIL CAMPER-ALL
The Concho Valley Council will host a council-wide Camper-All for all Cub Scouts, Boy Scouts, and Venturing Scouts to celebrate 100 years of Scouting on November 12 -14th at Camp Sol Mayer.

Activities will include historic Merit Badges for Boy Scouts available only during 2010. There will also be activities for Cub Scouts and Venturing Scouts.

SILVER BEAVER AWARD NOMINATIONS

The Concho Valley Council is now accepting nominations for the Silver Beaver Award.  Nominations will be accepted until the October 31, 2010 deadline.  Each year the Concho Valley Council has the opportunity to recognize a limited number of Scouters in the Council by awarding them the Silver Beaver. This award is conferred by the National Council of the Boy Scouts of America on the recommendation of the local Council to those who have given "Distinguished Service to Boyhood". The number of awards that can be conferred each year is based on the number of units registered to the Council the preceding year.

INTERNET RECHARTERING
To be environmentally and economically friendly, the Executive Board of the Concho Valley Council approved requiring that all unit recharters must be completed online. This will ensure that your list of registered youth and adults are accurate and up-to-date. It is a simple process. Attached is the training powerpoint that will be used at your October Roundtables to train all leaders in the steps for rechartering online. At that Roundtable the recharter packets and access codes will be available. Units will have access to the system to complete their units recharter from November 1st and all recharters must be completed by December 20th before the holidays.

COLLEGE OF COMMISSIONER SCIENCE

As school has started back in session, we are reminded of all the training which is available to scout leaders. Regardless of your position, all training benefits you at every level.

The first weekend in February we will be conducting our 3rd annual Concho Valley Council College of Commissioner Science at beautiful Camp Fawcett. I know there are several who have been to the first two colleges and will be going through the doctorate program. If you are on record at the council office as having completed your doctorate, and you would be interested in serving on staff for the college, please drop me a note or call.I can be reached at
, (office), (home) or (cell). Those who enroll in the master's will be required to teach (not as staff) at the master's level. Any overflow will help with the bachelor's. If you have a doctorate and would like to teach a doctorate course, we will do all we can to accommodate you. You are classified as whatever you are on record at the council office.

We hope you will come and enjoy the food, fun and fellowship. Oh, and the training too! We need to have all of our instructors lined up as soon as possible. If everyone who serves staff knows what they will be doing by December 1st, we will have a very successful session.

AMANGI TRAIL DISTRICT

WELCOME to all our newest Scouts this fall, and a big Thank You to all our Cub Scout leaders that have helped in the fall Sign up for Scouting recruiting drive. So far, we’ve recruited over 160 new scouts in three weeks! There are still more families calling every day for information about scouts. If you Pack would like to host another sign-up night, please give Geoffrey Parker a call . to coordinate fliers, rally help, and make sure you have all the information for new parents.

Webelos Woods is coming up October 8-10th. For Troops, make sure you invite a Webelos Den to attend with your Troop, and plan an activity to share with all the Webelos there. For Webelos Dens, make sure you have a host Troop, and make plans to enjoy a fun weekend of camping with Boy Scouts.All units need to make sure we have all of this information to coordinate this great event. WEBELOS WOODS 2010

Camp Fawcett

Barksdale, Texas

October 22-24, 2010

Amistad District has scheduled Webelos Woods Event to take place at Camp Fawcett by Barksdale on October 23, 2010. This event will open Friday night and will end Sunday at Noon. Pat Ramos has agreed to chair the event. More information will be sent to the leaders later. Webelos and Boy Scouts are Welcome.

Webelos Woods is for 4th and 5th grade Webelos to partner with a Boy Scout troop. This is a fun event for Webelos and Boy Scouts. Packs that do not have a partner Troop will be assigned a Troop Partner. The fee will be $5.00 per person including leaders. Patches will be ordered after the event.

All adults staying overnight must be registered members of the Boy Scouts of America. Visitors and parents may not stay overnight unless they are registered with Boy Scouts of America.

  •  All attendance will be pre- registration only
  •  Register by october 18, 2010
  •  No one will be able to register at the event

On Friday evening you will need to arrive after 6:00 PM. Report to First Aid Building for campsite assignment. We will need a roster of all Scouts and Leaders in campsites for Packs and Troops. The Units must provide their own meals and will cook in the campsites. We will have a campfire program Saturday night. Please have your Patrol or Den prepare a song or skit to perform at the campfire.

PERMIAN BASIN DISTRICT WELCOMES NEW DISTRICT EXECUTIVE!

The Permian Basin District would like to welcome Atenógenes (Teno) Navarro  as its’ new Unit-Serving Executive.  Teno joined the Concho Valley staff on September 17th, 2010.

Atenógenes (Teno) Navarro, was born in Tucson Arizona, he is the tenth child of ten; five boys and five girls. Teno attended school in Tucson AZ from Kindergarten through high school. He also attended Cal State San Bernardino and Cal State Bakersfield. His studies were Liberal Studies with a concentration in Criminology. Teno is the father of: Georgina and Chastain and proud Grand Father of Sydney and Joaquin. Teno is bilingual, bicultural and biliterate (English/Spanish.)

After serving in the military (Army 2/9th Cavalry) he became a Police Officer and was certified as a Police Instructor for the state of Arizona in the City of South Tucson. He moved to Southern California where he worked as a Troubled Youth Intervention Specialist working to reduce youth street gangs by providing Prevention, Diversion and Intervention programs; he also worked as a Youth Minister for his Church and Job Developer for Job Corps.

In 2002 Teno joined the Boy Scouts of America and has worked as a District Executive for California Inland Empire Council where he rebuilt a district from the bottom up. This success provided him an opportunity to also rebuild a district for the Catalina Council in Tucson AZ. In three different districts Teno has provided the leadership his volunteers needed to achieve all BSA National Office and Council recognitions.

Teno is looking forward to living in Fort Stockton and meeting everyone of the Permian Basin District while serving as a Senior District Executive for the Concho Valley Council.
