FAREWELL: Scouting Volunteers, Friends & the Concho Valley Council Board Members
 

For nearly five years and for over 78,000 miles, I have had the privilege of working with the great Scouters of every inch of the 39,100 square miles of the Concho Valley Council and have made a decision to climb the Scouting ladder. I am both sad and excited to announce that I have accepted a promotion to be the Endowment Director in the Sam Houston Area Council, headquartered in Houston, Texas. In my new assignment, I will give leadership to the Sam Houston Area Council’s Endowment and Capitol Campaigns effective January 1st, 2011.
 

I joined the Concho Valley Council on March 16, 2006 and have served as the Field Director as well as Hi-Adventuring camp director, council staff advisor for popcorn sales, Philmont Staff Advisor, Jamboree Staff Advisor, Acting Scout Executive twice, and a few other duties over the years. Working with each of you put a smile on my face and I appreciated the volunteers and staff of the Concho Valley Council for that. During my tenure, we have seen growth in Membership, Quality Council status, and many other successes due to the hard work of you, the Scouting Volunteers. Thank you for everything you have done for me and the Concho Valley Council. Keep up the hard work and the Concho Valley Council will continue to be successful. And a big THANK YOU for your support.

ANNUAL REPORT TO STATE
PARADE AND REPORT CEREMONY
FEBRUARY 5, 2011


The 2011 Annual Report to State Parade and Ceremony has the theme of “Prepared for Life”.

As they have for the past 62 years Scouts from throughout the State of Texas will converge on Austin on February 5, 2011 to participate in the Annual Report to State Ceremonies and to celebrate the anniversary of the founding of the Boy Scouts of America.

Scout units from throughout Texas are invited to participate in the parade and to take advantage of the wonderful education opportunities that are available by visiting the state capitol and the many other institutions and museums found throughout the City of Austin.

The annual event will begin with the gathering of delegations and units at the Congress Avenue Bridge. Thousands of Scouts will parade up Congress Avenue to the Capitol Building where the delegates will give a report on the service accomplishments of Scouting in their council in the Chambers of the House of Representatives. The parade starts at 9:00 am and units assemble on the bridge between 7:30 am – 8:30 am.

This is a wonderful opportunity for Scouts to participate in a Texas Scouting tradition surrounded by their fellow Scouts, leaders, and dignitaries of their State. COUNCIL SCOUT SHOP

The Scout Shop is fully stocked with Cub Scout and Boy Scout uniform items and books. Don’t forget that you can order over the phone, give your credit card number and everything will be mailed to you

CONCHO VALLEY COUNCIL ANNUAL MEETING
The Concho Valley is required, by virtue of its by-laws, to conduct an annual meeting every year. The purpose of the annual meeting is to receive annual reports from the executive board, officers and various committees. Elections are held at this time for members at large, associate and honorary members of the local council, national council members, regular board members of the executive board and officers of the corporation. We also receive and approve financial statements showing the financial position of the corporation as of the close of its most recently completed fiscal year. Results of operations during the year will also be discussed.

It is very important that all Charter Organization Representatives (CORs) and council executive board members be in attendance. The meeting is scheduled to be included in the council’s annual recognition dinner, where we will honor four outstanding Scouters as our new Silver Beaver recipients, on Saturday, January 8, 2011, at the San Angelo River Terrace from 7:00 PM to 9:00 PM.

Nominations and resolutions should be sent to the Council Service Center in care of the respective committee chair by December 15, 2010.

BEEKEEPING MERIT BADGE

The Boy Scouts of America is addressing requests for reinstating the Beekeeping merit badge. They have carefully considered how the beekeeping hobby and industry can have a more integral presence in the BSA's merit badge program.

Background

The Beekeeping merit badge was offered from 1915 until 1995. From 1980 to 1994, the number of youth earning this merit badge ranged from 700 to 1,000 per year. That decline in interest eventually led to its demise in 1995.

Future

After receiving input from youth members and review by merit badge volunteers and professionals, we have formulated a way to bring greater exposure of beekeeping to youth. The plan includes the following:

  • Emphasis of the importance of bees and their symbiotic relationship with humankind may be added to or enhanced in as many as eight existing merit badges.

  • The first merit badge to receive the addition will be Environmental Science, which is requried for all Eagle Scouts. Annually, nearly 73,000 youth earn this merit badge.
  • When fully integrated into the targeted merit badges, more than 100,000 Scouts each year will discover the importance of bees and beekeeping as part of a larger environmental picture.
  • Beekeeping projects, such as working with a colony or harvesting honey, will be considered for addition to one or more existing merit badges so that highly motivated youth members can use their beekeeping activities to help fulfill merit badge requirements.

We believe this plan will increase the awareness of honeybees and their critical impact on our environment, and prepare America's young people to help care for this important natural resource.

STANDARD OPERATING PROCEDURES
There has been a call from the field for the Venturing program to provide some structure and directives for the organization of Venturing Officer Associations at all levels. The National Venturing Youth Cabinet is now supported by the Program Impact department and the Youth Development team. In concert with providing leadership to this youth group across all 4 regions we led a process through the National Venturing Youth cabinet to create a minimum set of standards for operating as a Venture Officers Association (VOA), resulting in the Venturing Standard Operating Procedures (SOP’s).

  • Mission of the National Venturing Cabinet, region, area, council and district Venturing Officer Association’s (VOA’s)
  • Selection process for youth President at the national, region, area, council and district tiers
  • Appointment process for youth Vice Presidents at the national, region, area, council and district tiers
  • Organizational diagrams of the structure of positions and functions for regions/areas and councils/districts
  • Job Profiles for each position both youth officers and adult advisors
  • Glossary of terms describing the process, positions and key terms

TRAINING UPDATE
It is important for councils to note that these are minimum standards of recommendation and councils may add to these making them functional for your service demographics and directives as determined by the council approved leadership charged with this task both from a volunteer and professional perspective. We do request that adjustments to these SOP’s by local councils be submitted through the Youth Development team so we can establish a library of practices being used in local council operation.

Venturing Leadership Skills Course (VLSC) is being replaced by a new course entitled Introduction to Leadership Skills for Crews or ILSC. Originally the title was to be Crew Leadership Training (CLT) and during the review of the syllabus, the writers agreed the title Introduction to Leadership Skills for Crews was a more fitting title and described the course more accurately.

The purpose of ILSC is to teach crew members with leadership positions what their new job is and how to most effectively reach success in that role.

ILSC is intended to help Venturers in leadership positions within their crew understand their responsibilities and equip them with organizational and leadership skills to fulfill those responsibilities. ILSC is the first course in the series of leadership training offered to Venturers and is a replacement for VLSC. Completion of this course is a prerequisite for Venturers to participate in the more advanced leadership courses National Youth Leadership Training (NYLT) and the National Advanced Youth Leadership Experience (NAYLE). It is also required for Kodiak.

You may ask, "Why the change...?" The goal is to have a uniform, aligned training platform for all programs so that those Scouters may transition smoothly from one course to the next regardless of what type of unit they belong to. All but the intro is now "program neutral" and each course needs the same basic info as prerequisite.

The Volunteer Development Team expects this course to be released to the Scouting community within 30 days. Watch the training page on scouting.org for updates.

INTERNET RECHARTERING

IMPORTANT REMINDER: All Unit Recharters are due online by December 15th. Please begin the rechartering process now.

To be environmentally and economically friendly, the Executive Board of the Concho Valley Council approved requiring that all unit recharters must be completed online. This will ensure that your list of registered youth and adults are accurate and up-to-date. It is a simple process. Attached is the training powerpoint that will be used at your October Roundtables to train all leaders in the steps for rechartering online. At that Roundtable the recharter packets and access codes will be available. Units will have access to the system to complete their units recharter from November 1st and all recharters must be completed by December 20th before the holidays.

YOUTH PROTECTION TRAINING
Recently, the Boy Scouts of America announced important changes to its Youth Protection policies. The purpose of these changes is to increase awareness of this societal problem and to create even greater barriers to abuse than already exist today in Scouting.

To become officially registered with the Boy Scouts of America you must complete our Youth Protection training course. Please complete this training before you attend your first leaders meeting, and bring a copy of your completion certificate with you.

COLLEGE OF COMMISSIONER SCIENCE
As school has started back in session, we are reminded of all the training which is available to scout leaders. Regardless of your position, all training benefits you at every level.

The first weekend in February we will be conducting our 3rd annual Concho Valley Council College of Commissioner Science at beautiful Camp Fawcett. I know there are several who have been to the first two colleges and will be going through the doctorate program. If you are on record at the council office as having completed your doctorate, and you would be interested in serving on staff for the college, please drop me a note or call.I can be reached at
, (office), (home) or (cell). Those who enroll in the master's will be required to teach (not as staff) at the master's level. Any overflow will help with the bachelor's. If you have a doctorate and would like to teach a doctorate course, we will do all we can to accommodate you. You are classified as whatever you are on record at the council office.

We hope you will come and enjoy the food, fun and fellowship. Oh, and the training too! We need to have all of our instructors lined up as soon as possible. If everyone who serves staff knows what they will be doing by December 1st, we will have a very successful session.

A pair of new awards have been developed to promote "outdoorism" for Boy Scouts and Varsity Scouts: The National Outdoor Challenge www.scouting.org/scoutsource/boyscouts/adults/awards.aspx unit award and the National Outdoor Achievement Award www.scouting.org/scoutsource/boyscouts/youth/awards.aspx for individual Boy Scouts and Varsity Scouts.

NESA EAGLE SCOUT SCHOLARSHIPS

The applications for the 2011 NESA Eagle Scout scholarships are now available at www.nesa.org. The homepage features a blue, clickable banner that leads directly to the forms.

These are the only scholarship applications acceptable in 2011. These applications must be printed and mailed to the national office, postmarked no later than midnight on January 31, 2011.

AMANGI TRAIL DISTRICT

The Amangi Trail  District serves Scouting in the following counties:

Congratulations to all of our scouts and leaders who took part in the 2010 Popcorn Sale. As a district, we sold over $143,000 in popcorn, resulting in over $50,000 in commissions to our units! As you continue your unit’s year of program please make good use of those funds.

As I write this on November 18th, we have 954 youth in Scouting programs in our district – compared to 1,008 at the end of 2009. Our goal as a district is to impact more lives each year with Scouting. After all the success of 2010, how can we make sure to impact more lives with our program?

Please pick up some buddy cards at the office which you can use to invite new youth to your meeting.

Now that football season is over for most, have you talked with the other families from your football team to see if they are interested in Scouting?


Recharters are due December 15th. Please make sure to have the online rechartering process completed, new applications attached, and the Chartered Organization Representative’s signature to turn in your recharter on time. If you have questions, or would like help with your rechartering process, please call your Unit Commissioner, or you can contact the DE.

The next Roundtable will be at 7:00pm on December 9th. All parents and leaders can attend. Most importantly, we need a representative from each unit to attend. We will also be ready to receive your completed recharters at Roundtable.

Hello Permian Basin District, it is an honor to serve you, already I have had the pleasure of meeting a number of you in person and some over the phone. I am learning that there is a lot of traveling involved in our District. Know this I am but a phone call way.

I look forward to making it to Eagle Courts of Honor, Pack Meetings and Arrow of Light Ceremonies. It is best to give me some advance notice so that I can calendar your meeting/event.

Every town that I have visited in our District, I have found to be a wonderful community, and I know it is because of the investments you all put into our youth. Bar none Scouting has the best volunteers and it is my pleasure to work for you.

We have made some great strides towards leading the Concho Valley Council towards being a Centennial Quality Council. We still have lots of work to do and we need your continued help in achieving that goal. Currently we are looking for District Level Scouters (Scouters with experience to point us in the right direction for providing the best scouting bar none.) like a District Chair, District Commissioner, Program Chair, and Membership Chair; just for starters. Now let’s welcome Carla S. Mogford our District Camping Chair and John Michael Mogford (who’s working his “ticket”) committee member of the District Membership Committee. Both Carla and John are from the City of Junction, TX.

If your son or daughter is completing their scouting experience and you’d like to stay in Scouting let’s get together and discuss your aspirations; I’d love to submit your name to our Nominating Committee.

We have achieved our year end membership goal however as I mentioned up above I’ve been doing a lot of driving around our District and I see a lot of potential for growth. Some of you may know my background and that is why I am committed to taking our movement to every community in our District and to provide our kids with the opportunity to experience Scouting. Welcome with me: Pack 157 (28 new Cubs) and Troop 57 (17 new Boy Scouts) of Crane As I told them they will always be the first Pack and Troop I helped start in Texas. Thanks to Ted Hogen and all the parents that stepped up to serve!
